Rag Flock and Other Filling Materials Act, 1951
Three premises used for upholstering are registered in accordance with
Section 2 of the Rag Flock and Other Filling Materials Act, 1951.
The prescribed Analysts are—The Chiltern Research Laboratories,
Ltd., of 19, Desborough Avenue, High Wycombe, Bucks.
Establishments for Massage and Special Treatment
Five establishments, three for chiropody and two for massage, etc.,
are licensed under the Surrey County Council's Acts. All were periodically
visited and found to be satisfactory.
National Assistance Acts, 1948—1951
The provisions of these enactments enable the Medical Officer of Health,
acting on behalf of the Council, to require the removal to a place of care of
any person who, owing to age or infirmity and neglect, is found to be living
in insanitary conditions. There was no occasion to use these powers during
the year.
The arrangements for the care of the aged generally are still far short
of what is necessary and the attention being given by the Council to their
housing needs is a valuable contribution to this problem locally, as is also
the activities of the Carshalton Old Peoples Welfare Committee. Although
only of recent institution, this voluntary committee is already meeting the
needs of old people in many very necessary directions and is worthy of all
the support which can be given.
Section 50.
One burial was arranged during the year by the Council under this
section for a person for whom burial was not otherwise being arranged.
Disposal of the Dead
The Carshalton and Merton and Morden Joint Burial Board, which was
formed by the two authorities, acquired some 60 acres of land in Lower
Morden to serve as a burial ground for both areas and was brought into
use in 1947. During the year 402 interments took place there of which 164
were from the Carshalton district.
In 1956 the North-East Surrey Crematorium Board was established to
administer a crematorium provided in Battersea's Cemetery which adjoins
the Burial Board's cemetery in Lower Morden. The Crematorium Board
represents the Councils of Battersea, Sutton and Cheam, Carshalton and
Merton and Morden. During 1959, 658 cremations took place of which 37
were from Carshalton.
The Council maintains a mortuary fully equipped with refrigeration
storage and post mortem examination facilities in Mill Lane. Financial
arrangements have been made with the Beddington and Wallington and
Coulsdon and Purley Councils for the reception of bodies from both those
districts. A total of 175 bodies—on all of which autopsies were performed—
was received into the mortuary during the year, 74 of which came from other
districts and 45 were admitted via local hospitals, ambulances and the police.
