A survey of approximately 10% of the properties in this area was
carried out and based on this it was estimated that the total cost of fireplace
conversions and adaptations to enable the occupiers of the premises to
comply with the requirement not to emit smoke, would be approximately
£15,500. The date for the coming into operation of the Smoke Control
Order was fixed as 1st April, 1961 and the Minister's provisional clearance
to the scheme was received in September. The Council deferred, to a later
date in 1960, their consideration of a phased programme to cover the whole
district with Smokeless Zones. The work of surveying the remaining 90 %
of the properties in this first zone commenced in November and was
continued into 1960.
Several years ago the Council installed apparatus for measuring
atmospheric pollution. At the present time this consists of two deposit
guages B and C—previously three but gauge A was discontinued in 1958—
for measuring grit and a filter for measuring volumetrically sulphur dioxide
and smoke. Deposit gauge B is sited in Winchcombe Road and C in
Buckhurst Avenue. The filter apparatus is at The Lodge, Honeywood Walk.
