Merchandise Marks Act, 1926
The Act provides that every Local Authority authorised to appoint
an Analyst for the purposes of the Food and Drugs Act, 1938, may, so
far as relates to any goods being foodstuffs to which an Order in Council
(Marking Order) under the Act applies, execute any of the provisions
of the Act other than provisions relating to the importation of goods.
The Council have continued to execute the provisions of the Orders
and their five Sampling Officers are appointed as authorised officers
under the Act.
Establishments for Massage and Special Treatment
Six establishments were licensed under Part IV of the Surrey
County Council Act, 1931, four for the practice of chiropody and two for
massage, etc. All were found to be satisfactorily conducted.
Employment Agencies
There is only one employment agency in the district which was
visited and found to be satisfactory.
National Assistance Act, 1948 and 1951
The difficulty in securing institutional care for the old and infirm
who are without adequate attention in their own homes has not diminished.
The Medical Officer of Health is invariably approached for help
in these cases. He has, however, no powers to resolve these problems
until conditions have deteriorated to such an extent that the patient
has become so insanitary as to be a health risk to himself or to others
in the house. Section 47, which is his only authority in this respect, was
designed to compel the removal of an unwilling person who has become
insanitary, but such is the scarcity of accommodation that the section,
or the threat of it, has probably been used more often to compel an
unwilling authority to accept a willing inmate.
No legal proceedings were taken under these Acts during the year.
Pet Animals Act, 1951
Five licences have been granted in respect of premises used as
Pet Shops. All the premises have been inspected and found satisfactory,
the pets dealt in being almost exclusively fish and birds.
Rag Flock and Other Filling Materials Act, 1951
Three premises used for upholstering are registered in accordance
with Section 2 of the Rag Flock and Other Filling Materials Act, 1951.
One informal sample of unused cotton felt was procured which did
not comply with the Regulations. A preliminary warning was issued and
all action was taken by the manufacturers to put the matter right.
The prescribed Analysts are—The Chiltern Laboratories, Ltd., of
Kingsmead Road, Loudwater, Bucks.
