Establishments for Massage and Special Treatment
Seven establishments were licensed under Part IV of the Surrey
County Council Act, 1931. All were inspected and found to be satisfactorily
conducted. Five are used for the practice of chiropody, two
for massage, etc.
Employment Agencies
There is only one employment agency in the district. This was
visited and found to be satisfactory.
National Assistance Act, 1948 and 1951
Satisfactory arrangements for old people who are beyond caring
for themselves continues to be a problem. The sense of family
responsibility seems to have diminished in recent years and there
appears to be a growing disposition on the part of married sons and
daughters to leave the welfare of infirm and aged parents to the social
and welfare services. Difficulties are made no less by the present divided
responsibility between the Hospital Board and the Welfare Authority
as so often those needing attention are not clearly patients requiring
hospital treatment or infirm requiring care and attention, but borderline
cases, the classification of which is a matter of opinion.
Every endeavour is made by invoking the help of the local Health
Services in the provision of Home Helps, District Nurses, etc., to avoid
the drastic procedure of compulsory removal of old people who,
unattended, have drifted into an insanitary condition. Not infrequently
compulsory removal, whilst solving the sanitary problem, merely
hastens the end of these pathetic cases. It was, however, necessary
during the year to use the powers of Section 47 of the National Assistance
Act, 1948, as amended by the 1951 Act, to remove two old ladies to
accommodation provided by the Welfare Authority. The order under
the Amendment Act was for the limited period of three weeks, but it was
unnecessary to seek authority for extending this period.
Rag Flock and Other Filling Materials Act, 1951
One property used for upholstering is registered in accordance with
Section 2 of the Rag Flock and Other Filling Materials Act, 1951.
Pet Animals Act, 1951
Four pet shops dealing in fish and birds were licensed by the
Council. All were inspected and found to be satisfactorily conducted.
