CLEAN AIR ACT, 1956 - SMOKE CONTROL AREAS
In June 1962 the Minister of Housing and Local Government stated
that in view of the density of residential property in the Borough and its
nearness to London the Borough of Sutton & Cheam should be regarded as
a 'Black Area' for the purpose of Circular No. 4/62.
The position regarding smoke control areas at the year end was as
follows:—
(a) The Sutton & Cheam (No.1) Smoke Control Order, 1963
This Order was made by the Borough Council on the 24th September
1963 confirmed by the Minister on the 20th January, 1964, and came into
operation on the 1st October, 1964.
The area consists of all buildings (except certain exempted premises)
within a section of the Borough, comprising 307 acres and enclosed by the
following boundaries:—
"The Borough boundary line commencing at the Pyl Brook along
Stonecot Hill, Epsom Road, Elm Road West, Sutton Common
Recreation Ground, Morden Way, Wimbledon branch railway to
Reigate Avenue Railway Bridge along the north side of Reigate
Avenue and Oldfields Road to the Pyl Brook, continuing
northerly along the Pyl Brook perimeter of the Sutton Sewage
Disposal Works to Stonecot Hill".

Premises included in the Area are as follows:-

At the 1st January, 1965 the following grant payments had been made
by the Council in respect of approved works of adaptation carried out by
Owners and occupiers of private dwellings in the area:—
Grants at 70% £5,555. 11s. 1d.
Approved Discretionary Grants 115. 7s. Od.
Total £5,670. 18s. 1d.
(b) The Sutton & Cheam (No.2) Smoke Control Order, 1963
This Order was made by the Borough Council on the 23rd October,
1963, confirmed by the Minister on the 28th January, 1964, and came into
operation on the 1st October, 1964
The area consists of all buildings (except certain exempted premises)
within a section of the Borough comprising 211 acres, and enclosed by the
following boundaries:—
