The Council decided to make two Clearance Areas in respect
of these properties as follows:—
1. Walthamstow (Chingford Lane and Payzes Cottages) Clearance
Area 1954 (comprising 17 dwellings).
2. Walthamstow (Mill Lane, The Square and Fareys Row) Clearance
Area 1954 (comprising 15 dwellings).
Details of the Orders were forwarded to the Ministry of
Housing and Local Government for confirmation.
The Census of the dwellings again showed under-occupation
as follows:—
1. Walthamstow (Chingford Lane and Payzes Cottages) Clearance
Area 1954—42½ units occupying; under-occupation 56%.
2. Walthamstow (Mill Lane, The Square and Fareys Row) Clearance
Area 1954—45 units occupying; under occupation 57%.
Housing Repairs and Rents Act, 1954
The above Act came into operation in September repealing
certain provisions in the Rent and Mortgage Restriction Acts.
Up to the end of the year, the following action was taken under
this new Act:—
Certificates of Disrepair issued 93

Certificates of Revocation issued 15

This Act empowered the Landlords of dwelling houses to
increase rents, provided the property was in good repair. The
above Certificates of Disrepair were issued where a Landlord had
proposed a rent increase and the premises were found not to be in
good repair. When the Landlord had carried out the works specified
on these certificates, a Certificate of Revocation was issued, thus
allowing an increase of rent.
In order to speed up the procedure under this Act the Council
delegated the necessary powers under Section 26 of the Act to the
Health Committee, i.e., to grant, revoke, or refuse Certificates of
Disrepair.
Rent and Mortgage Restriction Acts
One certificate was issued under the above Act and was later
revoked on completion of the works required.
