given to the proper planning of our residential areas, there would be
a very considerable 'over-spill' which could not be accommodated
within the present boundaries of the Borough. Side by side with the
demand for more dwellings, there has been a growth in the public
consciousness that well-balanced estates, and well designed and
attractive premises, should take the place of the present inferior
and ill-planned houses and streets. To make the people conscious
that they are not enjoying the amenities which could be within
their reach, is probably the first step towards the creation of the
'better world' of tomorrow to which we must all look. Failure to
give proper attention to the housing requirements during the past
two hundred years has, in my opinion, been the direct cause of the
impoverishment of the people in both a cultural and material sense.
This low standard of housing low-income groups, may take several
generations to eradicate, and only by large-scale planning and a more
adventurous spirit in the tackling of the problem facing us, can we
hope to set our footsteps on the way towards a reasonable standard
of housing accommodation for all".'
E.—INSPECTION AND SUPERVISION OF FOOD,
(a) Milk Supply.
The following is contributed by the Chief Sanitary Inspector:—
The number of samples of milk submitted to the Counties
Laboratories for bacteriological examination, including Phosphatase
and Methylene Blue tests, was 116.
To comply with new Regulations which became operative in
March, samples were taken regularly twice monthly from the two
firms holding Producers' Licences within the Borough.
In addition, samples were procured from other dealers in the
district, thus making the record number of 116.

The attention of dealers was brought to the unsatisfactory
samples, and remedial action followed.
