The number of houses completely surveyed during 1936
is 50% more than the number during the previous year,
and it will be seen that the Norbiton area received special
attention. Burritt Road, Cambridge Grove Road and
Vincent Road were dealt with house by house, but were
not completed by the end of the year. Norbiton is a
typical working class area and the roads situated between
Cambridge Road and Bonner Hill Road are laid out with
cottages in pairs or small groups, and only an occasional
terrace. This excellent lay-out provides ample air space
and light to the cottages and makes up for a possible lack
of other amenities. It also reflects credit on the foresight
of those responsible for framing the early building byelaws
which prohibited the erection in Kingston of those
monotonous terraces which are to be found in other towns
and in and around London. The works of repair and
improvement now being carried out to cottages in this
part of the Borough should render these cottages quite
useful homes for many years to come.
Of the 236 houses which were completely surveyed,
19 were found to be in such a state as to be unfit for human
habitation. When it is considered that an unfit house
cannot be rendered fit for human habitation at reasonable
cost, having regard to the estimated value of the house
when repaired, it is reported upon with a view to demolition
or closing action under Sections 19 and 21, Housing Act,
1930.
Twenty-seven such houses were reported upon
during 1936 as set out below.
