Rag Flock (4)
Coir Fibre
Linta Felt (2)
One sample of Linta felt failed to satisfy the cleanliness requirements.
True trash content 12,158 - Maximum being 7.5%. The manufacturers were
warned.
In the light of experience gained since the 1951 Act brought 12 extra
materials under control, the standards of some materials were amended by
new Regulations.
There were 7 premises registered for the use of materials during the
year but the one licence for storage lapsed.
(J) Smoke Abatement
In the absence of firm legislation with adequate penalties for offenders,
this phase of the Sanitary Insepctors work presents many difficulties. A
Smoke Abatement Sub-Committee appointed by the Council considered local problems.
There are probably 3 - 4 major trouble spots in the Borough and much
inspection time was spent checking smoke and grit emissions, interviewing
managements and stoking operatives. Consultation with the engineer in charge
at the Products Works, North Thames Gas Board was arranged and Inspection of
the new retorts and furnaces then being Installed was carried out. The work
of complete reorganisation here will undoubtedly take some long time.
Actually East Ham suffers probably more from pollution emanating outside
Its boundaries than that caused within, e.g. power station, gas works,
shipping and industry on the South Bank of the Thames. More forceful legislation
should lead to more uniformity of action by local authorities.
A public meeting and small exhibition organised by the Committee In
March unfortunately attracted little public response.
(K) Factories. Workplaces, Outworkers.
The number of factories, power and non-power, shows a slight decrease
from the previous year (333 - 354 and 46 - 52). A total of 459 visits were
paid to these premises. Liaison was maintained with H.M. Factory Inspector
and minor infringements of the Act or Orders were satisfactorily dealt with.
(L) Sampling
The following table shows the number of samples of all types taken for
analysis or examination during the year :
- Chemical
Food & Drugs Act 322
Bacteriological - Food 123
Water - drinking and bath 6
Fertilisers 7

Total 471
(M) Places of Public Entertainment
In addition to visits paid in connection with regulations governing music,
singing, dancing and cinematograph licences, attention was given to the public
health aspect of these premises and some improvements in heating, ventilation
and toilet facilities were effected.
