By-laws with respect to such houses were made by the London County Council
in 1925, but certain of them were postponed until six months after the Rents
Restrictions Acts ceased to operate. In 1929 this matter was under consideration
by the Metropolitan Boroughs Standing Joint Committee, and in response to a
request from that body the Woolwich Borough Council were of opinion:—
(a) That it was desirable to bring into operation the suspended by-laws.
(b) That all suspended by-laws or parts of by-laws should be brought
into operation.
(c) That such by-laws should be made to apply to houses wholly or partially
decontrolled.
In 1931, the County Council came to a decision on the matter, and resolved
that those four by-laws which dealt with sanitary and hygienic requirements,
ventilation, lighting, etc., should be brought fully into operation in respect of wholly
decontrolled houses. At the same time they took the opportunity of repealing
the by-law dealing with cases of definite instability, and of revising the new by-law
dealing with the permissible number of occupants as based on a standard of cubic
feet of air space.
These by-laws received the approval of the Ministry of Health on the 20th
March, 1931.
New Houses.— The following Table, No. 42, shews the number of certificates
of a proper and sufficient supply of water for new houses granted by the Public
Health Committee at each of their meetings. All were in respect of houses built
by private enterprise, except two—which were built by the Council.
