The written intimations received from the Factory Inspector as to insanitary conditions
and infringements of the law relating to public health numbered 122, and referred
to 151 workshops or workplaces. In 55 instances the intimation referred to dirtiness of
workshops, in 23 to dirty and dilapidated workshops, in 25 to defective conditions of the
water-closet arrangements, in 5 to overcrowding, in 3 to defective drains, in 3 to the waterclosets
being without water supplies, in 2 to absence of proper separate sanitary
accommodation for women, in 2 to insufficiency of the water-closet accommodation, in
one instance to there being an entire absence of sanitary accommodation, in one
instance to an accumulation of manure on the premises and in two1 cases to the existence
of foul smells at the workshops. These workshops were all duly inspected by the officers
of the Borough Council and the necessary steps were taken for the removal of the
insanitary conditions mentioned on the written intimations of the Factory Inspectors as
well as others which were found when the workshops were visited by the Sanitary
Inspectors.
In addition to those brought under the notice of the Sanitary Authority by the
Factory Inspector, some 306 workshops, workplaces and factories—mostly workshops and
workplaces—were dealt with during the year, not including bakehouses, which are
specially referred to later. The defects and insanitary conditions were similar in character
to those already mentioned. In the inspection of workshops and workplaces special
attention is given to the duties the Sanitary Authority is called upon to perform, as to
cleanliness, air space and ventilation, drainage of floors in cases where wet processes
are carried on, and as to the provision of sufficient and suitable accommodation in the
way of sanitary conveniences.
Altogether 454 sanitary notices were served by the Sanitary Inspectors with respect
to 474 factories, workshops and workplaces. In some cases more than one workshop
were included on a single notice. The following is an abstract of the sanitary work
done in connection with factories, workshops and workplaces in the Borough in compliance
with the sanitary notices served during the year 1904: —
