Smoke Abatement.—The following is a summary of the work
carried out during 1937 under the Smoke Abatement Act, 1926:—
One hundred and sixty-eight observations were made on
chimneys within the Borough. No contraventions of the Bye-law
were noted during the year.
There are no chimneys in the district connected to exempted
furnaces. Fortnightly observations of all chimneys in the Borough
continue to be made.
Ponds and Rubbish Dumps.—Few complaints were
received during 1937 with regard to the above matter, although
waste pieces of land continue to be used as dumping places for
undesirable rubbish. As the district develops, these spots decrease
in number. Undesirable ponds have now almost vanished from
the face of Southgate, and we shall all look forward to the day when
it will be possible to make the same statement with respect to that
type of vacant land which is seldom an amenity and more often than
not a- decided public health nuisance.
Common Lodging Houses, Houses-let-in-lodgings, etc.—
Very little difficulty has been met with in administering the byelaws
governing these types of premises, but the requirements
continue to receive constant supervision.
Schools.—The school mentioned in last year's Annual Report
as due to be closed, has now ceased to be used. It cannot yet be
said that all schools within the Borough are satisfactory from a
Public Health point of view, but undoubted improvements have
been carried out during recent years.
Rag Flock Acts, 1911 and 1928.—There are no premises in
the district manufacturing, selling or using Rag Flock according
to the Acts.
