HOUSING.
During the war it was impossible to maintain the pre-war
level of house sanitation, with the result that there are many more
houses requiring attention than formerly.
The pre-war average of complaints received from tenants was
about 200 per annum. 1,452 of these complaints were received in
1920.
Each of these complaints necessitate several visits on the part
of the Sanitary Inspectors. Consequently they have less time for
routine house-to-house inspection. Only 161 houses were so
inspected, against 1,550 in 1915.
It is therefore evident that more Sanitary Inspectors are required.
I recommended to the Public Health Committee the
appointment of another Sanitary Inspector in October, and again
in February, 1921, but in view of the heavy rates they have not
yet been able to see their way to adopt my recommendation.
We have at present one Chief Sanitary Inspector, three Male
Assistant Inspectors, and one Woman Assistant Inspector.
To provide more accommodation for the working classes the
Council are building 142 houses on the Barclay Estate, 79 of which
are in process of erection.
