Factories Acts, 1937-1959
At the request of the Ministry of Health the tables showing the work carried out
in the administration of the health provisions of the Factories Acts are given in the
prescribed form as an annex to the report.
Factories are required to supply the Local Authority twice yearly with lists of
the names and addresses of persons employed by them as outworkers, i.e. carrying out
work in their own homes. The lists are submitted in February and August. The homes
are then inspected by the Public Health Inspectors to ensure that conditions there
are suitable.
In August, 11 local firms submitted lists indicating that they were employing 64
outworkers. 50 of these resided outside the Borough and details were forwarded to
the Medical Officers of Health of the districts concerned. In turn, notifications
were received from other Local Authorities of 109 outworkers residing in Hendon but
employed in factories elsewhere.
The homes of all these outworkers were inspected. 4 were found to be employing
other persons and details were forwarded to the Borough Engineer & Surveyor for investigation
as to possible Town Planning contraventions. At 2 houses the workroom
was found to be in need of redecoration and general cleansing. Notices were served
and the necessary work was carried out.
Rag, Flock and other Filling Materials Act, 1951
4 premises are registered under this Act. It was not found necessary to take
any action under the Act during the year.
Pet Animals Act, 1951
10 applications were received for licences to keep pet shops. The premises were
inspected and at two works were found to be necessary to improve means of ventilation,
provide better fire precautions, improved refuse disposal arrangements and to carry
out repairs and redecorations. These were completed satisfactorily and all licences
issued.
Hairdressers and Barbers
62 inspections were made of these establishments to ensure that the Council's
Byelaws were being complied with.
At very few of the premises was a copy of the Byelaws exhibited in accordance
with Section 282 of the Middlesex County Council Act, 1944.
The Council has therefore had copies of the Byelaws printed in suitable notice
