all day care of 24 children, two other premises providing all day
care for 30 children, and 49 premises providing sessional care
for 1719 children. The number of persons registered increased
from 91 to 127 during the year, the number of children provided
for by these persons increasing to 412.
HOME NURSING:
The present home nursing establishment for the Borough is
equivalent to 38 full-time nurses (8 male) together with three
nursing auxiliaries. The following table shows the total number
of persons nursed at home and the number of nursing visits made:-

It will be noted that the total number of nursing visits
increased by 5,291 compared with the previous year. The staff
was increased during the year by three part-time nurses and a third
full-time nursing auxiliary, whose duties are to undertake the
bathing of patients in their home, was also appointed. The service
was supplemented by a number of part-time voluntary Red Cross
nurses, whose interest and assistance was appreciated.
A review of the service undertaken during the year revealed
that the home nursing service had absorbed as much work as is
possible and that there were aspects of the service which were
not being undertaken adequately.
The ratio of nurse to population in Havering during the year
was 1 to 6,500, whereas the Queen's Institute of District Nursing
recommend a ratio of at least 1 to 5,000. Many authorities find
