Scavenging.—The extension of the Borough has provided new
problems with regard to scavenging. Collection of refuse in the
Hanwell area has been carried out by the Hanwell Urban District
Council, but in Greenford the Council for that area had, before the
extension took place, made a contract for the collection and
disposal of refuse by a private contractor. This method has had
to be continued. In Hanwell the provision of sanitary dustbins
had been continuously enforced but in Greenford their provision
has had to be insisted upon since the 1st October, there being no
attempt at providing suitable receptacles at most of the old houses.
The destructor at Hanwell has for some years been incapable
of dealing with all the refuse from the district and proposals have
had to be put forward by the Borough Surveyor for its extension.
The collection and disposal of refuse in Greenford will have to be
brought into line with the methods in operation in the rest of the
Borough. No doubt this will be done as early as it is practicable
- to do so.
Smoke Abatement.—There are very few factories in the
Borough, and these are not large in size; consequently it is seldom
that action is called for in abating nuisance from smoke. During
the year particular observation was kept on three factories, but at
no time was smoke emitted to such an extent as would justify legal
proceedings, although representations were made on these occasions
to the owners. In all three instances the results of these representations
were satisfactory.
Premises and Occupations which can be Controlled by
Byelaws and Regulations.—There are no common-lodginghouses
in the Borough and there are no Byelaws with respect to
houses let-in-lodgings.
Fish-frying, which has been declared an offensive trade under
the Public Health Act (Amendment) Act, 1907, is conducted in
18 premises. Before the extension of the boundaries there were no
other offensive trades in the district, but since the extension Greenford
has added one to the list, namely, that of tallow melter. These
premises are being reconstructed and every step is being taken
to have them fitted with the most modern apparatus so as to reduce
offensive odours to a minimum.
