Rag and Bone Dealers.
Eight persons were seen to be exchanging toys for
rags in contravention of section 73 of the Public Health
Act, 1925 or section 154 of the Public Health Act. 1936.
Warning letters were sent in each case.
Tents, Vans and Sheds.
Taking the district throughout, little difficulty is
experienced with regard to the control of these structures.
It was, however, necessary on one occasion to institute
proceedings. A person having charge of some land in
the district was summoned for contravention of the
Council's byelaws with respect to Tents, Vans, Sheds
and Similar Structures. The defendant was found
guilty and fined 20s. 0d. on each of three charges.
Cases are continually occurring when gypsies occupy
sites in the area which are not provided with the
amenities required. It has on several occasions been
necessary to take steps to get them removed.
Camping Grounds and Moveable Dwellings.
By an Order of the Minister of Health dated 24th
May, 1938, Section 269 of the Public Health Act, 1936,
has been applied to this district and Section 93 of the
Dagenham Urban District Council Act, 1931. has been
repealed. This section of the Public Health Act permits
Local Authorities to license camping grounds and
further to attach certain conditions to such licences.
Byelaws governing Camping Grounds and Moveable
Dwellings made under Section 111 of the Essex County
Council Act, 1933, came into force on 1st October, 1935.
These byelaws govern the sites of camps and disposal
of refuse by the occupiers, among other things. They
are intended for the better control of camping grounds
