householder to bring the books either to this office or to
the nearest branch library. So far as private libraries
are concerned, they are notified of houses where cases
of infection exist, and are requested to arrange for the
books to brought to this office for disinfection.
In all cases, whether public or private libraries,
instructions are given to the borrower that no more
books are to be borrowed until those have been given up.
This routine practice has been in operation since
1934 and gives satisfactory results.
Smoke Abatement.
There have been no serious or consistent cases of
excessive emission of smoke. On one occasion a warning
letter was sent to the occupiers of a factory and it was not
necessary to report any firm for prosecution. A total of
15 observations was made, each of 30 minutes duration
and the emission was as follows:— black smoke 9¼
minutes, moderate 282 3/8 minutes and no smoke 158
minutes.
The Senior Sanitary Inspector has been appointed as
a delegate to the National Smoke Abatement Society
and he reports their proceedings to the Council from
time to time.
Premises and Occupations which can be controlled
by Byelaws.
Offensive Trades— Fried Fish Shops.
There were 26 fried fish shops in the district at the
end of 1937, to which a total of 207 visits was paid
during the year. Two new businesses were established.
