Mention has been made of arrangements for the nursing at
home of maternity patients discharged early from hospital units.
Although the offer has been made to consider similar schemes for
the home nursing of other patients following early discharge
from hospital, it has so far not been thought practicable by the
Consultants concerned.
Sanitation
The Health Committee emphasized that their present minimum
target under the Clean Air Act is to have the whole Borough
covered by smoke control orders within the next ten years. This
accords with the views of the Beaver Committee, who suggested
that a determined effort would achieve such a target within
fifteen years of the issue of their report. Unless unforseen
difficulties arise, our experience to date encourages belief
that the programme can be fulfilled.
In comparison Slum Clearance efforts may seem small. In
fact, the Corporation are proceeding by direct purchase of houses
and sites to ensure replacement by new housing units at the
earliest opportunity. The problem is not to convince owners
that properties are unfit, but to provide alternative housing
for the displaced residents.
Complaints of nuisance from noise increased considerably the
work of the Public Health Inspectors. In particular, one
industry engaged in night work and sited in a residential area,
proved an especially difficult problem. Public reaction to
nuisance from noise is increasing; and effective measures are
not easy to decide or to enforce. In recognition of their responsibilities
in this field, the Health Committee authorised
the employment where necessary of Consultant Advisors.
The siting of the new abattoir was again given considerable
attention but no suitable solution was forthcoming at the end of
the year under review.
As requested by the Ministry of Health, I have included
reports upon the Water Supply, the Public Swimming Baths, and
the Sewage Disposal systems.
