Though the Counc1l were 1n recess a certa1n number of the members of the Publ1c
Health Comm1ttee, 1nclud1ng the Cha1rman, the Rev. J. A. Beaumont and the
Cha1rman of the Dust Sub.Comm1ttee, Alderman J. Lea Sm1th, fortunately
happened to be 1n town and at a meet1ng betweeen them and representat1ves of the
contractors such pressure was brought to bear as resulted 1n br1ng1ng the deadlock
between Messrs. Mead and Co., and the1r employees speed1ly to a conclus1on.
Some of the larger producers of refuse such as the hotels and restaurants 1n the
Borough, arranged for the removal of the1r own refuse dur1ng the str1ke, but apart from
th1s, very l1ttle 1nconven1ence was caused to the 1nhab1tants. The number of
compla1nts rece1ved was remarkably small.
The greater part of the penalty of £51 1mposed upon Messrs. Mead and Co.,
dur1ng the year, was 1n respect of fa1lure to completely carry out requ1rements 1n
connect1on w1th the da1ly collect1on 1n Church Street and the thr1ce weekly collect1on
1n the area 1n L1sson Grove, referred to 1n the report for 1910.
The usual close superv1s1on was exerc1sed over the work of the contractors by
the Publ1c Health Comm1ttee dur1ng the year. The reports of the 1nspectors and the
compla1nts, letters and refusals rece1ved were cons1dered by the Dust Sub.Comm1ttee,
wh1ch 1s fortunate 1n hav1ng Alderman J. Lea.Sm1th st1ll as 1ts cha1rman, at the1r
fortn1ghtly meet1ngs, reports thereon be1ng made to the Publ1c Health Comm1ttee.
Cons1derable numbers of dust shoots as well as old br1ck receptacles were
demol1shed dur1ng the year and new metal dust receptacles to the number of 158 were
prov1ded.
1nspectors H1ll and Lumley, the dust 1nspectors, pa1d 5,912 v1s1ts and served 172
not1ces regard1ng defaults 1n connect1on w1th dust removal. Remed1es 1n each case
were carr1ed out w1thout the necess1ty for prosecut1ons ar1s1ng.
VERM1NOUS PERSONS BATHS.
Dur1ng 1911 these Baths were used by 9,085 adults (males 6,510; females,
2,575). The ch1ldren bathed numbered 967, 504 be1ng boys and 463 g1rls. The
addresses g1ven by the male adults 1ncluded Salvat1on Army shelter 4,970, and lodg1ng
houses 402.
1n 760 1nstances no address was g1ven, and 1n 378 the appl1cants stated they
had come from the Church Army. The Portman House was g1ven as an address by
420 females, the Church Army by 6, and addresses 1n the Borough by 40. So many
as 2,109 gave no address.
The number of ch1ldren bathed 1s sl1ghtly lower than 1910, due probably to the
same causes as ment1oned 1n the report for that year.
A poss1ble factor 1n the fall1ng off was probably also the 1ndec1s1on ex1st1ng 1n
the m1nds of school teachers and nurses as to what was the proper course to follow
pend1ng the f1nal settlement of the agreement between the Counc1l and the London
County Counc1l as to system of cleans1ng and payment.
