during the latter part of the year in respect of the supervision
of the Underground Conveniences.
Mr. Richard Phillips has also special duties with regard
to nuisances from smoke.
Both these officers, the writer can testify, have their time
fully occupied and their work has been done in an efficient
manner. They have summarised the work in their respective
departments during 1902, in the two following Reports:—

Medical Officer of Health.
Sir,—I beg to present to you a Report of my work during
the year 1902.
FACTORIES AND WORKSHOPS.
There are in the Borough 115 registered workrooms
which are occupied exclusively by men; the principal trades
engaged in are tailoring and outfitting. These workshops
have been regularly inspected, and where necessary, insanitary
conditions have been remedied; many cleansing orders have
been made, and certain drainage matters attended to. All
new workshops have been measured, cubed up, and registered
in the usual way; and I have assisted Miss O' Kell and Miss
Baker in the measuring up of the large workrooms.
BAKEHOUSES.
The registered bakehouses in the Borough number 94;
these have been repeatedly visited and reported upon. There
are 12 bakehouses above ground level and 82 bakehouses under
ground level. This number is 12 less than in 1901, but those
12 bakehouses were not baking in August, 1901, the time
the new Act came into force, and therefore ceased to have the
power of baking.
SMOKE NUISANCES.
The number of smoke nuisances detected or complained
of during the year is 22. All places where nuisances have
accrued are vigilantly watched, but a recurrence of the
nuisance seldom takes place after due notice has been given.
