WORKSHOPS.
Since 1902, it has been the special duty of Local Authorities to see to the conditions
of all Workshops, but H.M. Inspector still has power to deal with any default under the
Act, and it is so far satisfactory to find that but comparatively few complaints are
received from this source.
The insanitary conditions generally observed have, as usual, related to dirty
conditions and improper and unsuitable water-closet accommodation, the latter owing
principally to constant changes in the business arrangements.
