Workplaces unlike Factories and Workshops may be established without notice
being given to any Authority.
In previous reports I have repeatedly referred to this, and still hope that this
defect may not remain much longer unremedied. Especially does this apply to places
where food is stored or prepared. Any place, however unsuitable, may now be used for
the purpose so long as nuisance cannot be proved.
