(e) For authorising the Corporation in the City, and the London County
Council elsewhere in the Metropolis, to make bye-laws for any of
these purposes.
Up to the present the Local Government Board have taken no action under
this Section, and the Dairies, Cowsheds and Milkshops Orders, 1885, 1886
and 1899, made under the Contagious Disease (Animals) Acts, 1878 and
1886, not having been revoked or replaced by any subsequent Order, remain
in force, and the regulations made thereunder by the Corporation in 1885
are still in operation in the City.
These having been made nearly 18 years ago, do not as a consequence
meet modern requirements.
In January last, therefore, Amended Regulations of a more comprehensive
character were prepared by your Medical Officer. These are now under the
consideration of the Local Government Board, to whom they have been sent
in accordance with the suggestion contained in the following letter from the
Board, dated 11th March, 1889:—
"The Board's confirmation of any regulations which may be made by
"the Council will not be required, but if at any time the Board are
"satisfied on enquiry with respect to any regulation that the same is of
"too restrictive a character, or otherwise objectionable, they may direct
"its revocation; and the Board suggest that the draft of any regulations
"which the Council may propose to make should be sent to them for
"consideration before the regulations are formally adopted.
The number of persons registered as carrying on the business of dairymen
or purveyors of milk in the City of London is given in the Annual Report
of the Chief Inspector of Weights and Measures for the year ending
December, 1901,' as being 421.
The total number of persons now appearing on the register as either
dairymen or purveyors of milk amount to 528, showing an increase of 107.
All premises occupied by the persons so registered have been regularly
inspected.
On the whole the milk retailed in the City is sold under satisfactory
conditions.
The classification of retailers of milk in the City may be taken as follows:—
225 are shops of large refreshment room proprietors of the better
class; 59 are smaller refreshment room keepers; 60 are refreshment
places kept by foreigners; 26 are dairies where refreshments
