In addition to the above, 12 underground rooms in Westminster were represented and 11 closed
under section 17 of the Act. In Lambeth, houses in 10 streets were inspected for the purposes of the
Act, but no representations concerning them were made and defects found in them were remedied
under the provisions of the Public Health (London) Act 1891. Proceedings under section 15 of the
Housing and Town Planning Act, relating to the maintenance of houses in habitable condition,
were instituted in Kensington in 15 instances, in Bethnal Green in 15 instances, and in Paddington
in one instance. Referring to the administration of this section in Paddington, Dr. Dudfield
writes: "The landlord failed to comply with the notices, and the Council resolved to invite tenders
for the execution of the work. It was, however, found impossible to proceed with the case as
vacant possession of the house was necessary to enable the work to be done. There is no provision
in the Acts by which such vacant possession can be obtained." The difficulty experienced was
reported to the Local Government Board.
The following death-rates obtaining among tenants of the Council's buildings relate to dwellings
within the county which were occupied during the whole of the year 1910.

The population thus dealt

with comprised 28,370 persons, and the death-rate at "all ages," after correction for age and sex distribution, was 9.5 per 1,000 living, compared with 13.7 for London:—
