Report of the Medical Officer of Health.
(2)—Special inspections were made of several new roads in consequence
of complaints by residents in these roads. The roads
chiefly complained of being Glencairn Road, Downton Avenue,
part of Ellison Road, and Strathbrook Road, Streatham.
Downton Avenue has now been properly made up by the
Council. Strathbrook Road is to be repaired by the Council,
while the nuisances at Glencairn Road and Ellison Road have
been abated.
(3)—Special inspections were made of all the rag and bone dealers'
premises in the Borough to ascertain which of these premises
would be affected by the By-laws proposed to be made by the
London County Council. In all 37 premises were inspected,
(four in Clapham, three in Putney, seven in Streatham, four in
Tooting, and 19 in Wandsworth). 15 of the owners of these
places dealt only with rags and bones, 14 with rags, bones and
fat, two with rags and fat, and one with bones and fat.
These places cannot, owing to the nature of the materials
dealt with, be considered to be free from a certain amount of
nuisance, but the owners were in all cases willing to carry out
any improvements suggested by me. The fat and bones are
as a rule kept in proper receptacles and removed every day or
every other day, while the rags are sorted on the premises and
put into boxes or sacks for removal at irregular intervals. The
suggested By-laws would, in my opinion, be a great improvement
and would not press hardly on the owners if judiciously
administered.
(4)—As in previous years, special inspections were made of several
localities in consequence of complaints of smells from road
gullies and sewer ventilators.
The number of complaints was one less than in the previous
year, but much under the number received in 1911; this having
been due to the fact that the climatic conditions were unfavourable.
In all, 90 complaints were received, compared with 91
in 1912: five from Clapham North, three from Clapham South,
