6. Clause 17, the following words to be added:—"The
landlord of a lodging house to cause to be
removed, not less frequently than once in every
week, the house refuse produced in the lodging
house."
The above alterations were considered by the Local
Government Board for two months, and they then replied
to the Vestry that the word "lime wash" must remain
(the requirements as to "colouring" not being within the
Act of Parliament); that a definite month (e.g., April) must
be stated for the necessary cleansing and lime.washing to
be done to premises; and that the addition made to
Clause 17, by the Vestry, as to the removal of house refuse,
being ultra vires, could not be entertained. The final
result was that the Board's suggestions were adopted, and
the model By.Laws adopted by the Vestry, with alterations
1, 3, and 4 (mentioned above), which were allowed by
the L.G.B.
Much good work remains to be done (more especially in
connection with the Inner Wards) by registering certain
premises under these By.Laws, which, it is to be hoped,
the Local Government Board will soon confirm.
MORTUARIES.
The administration of the Mortuaries in Lambeth was
transferred, at the end of the year 1896, by the Vestry to
the Medical Officer's Department, which was to be responsible
to the Sanitary Committee and the Vestry.
