HOUSES LET IN LODGINGS.
The Vestry has been in possession of a set of By-laws
for Houses-let-in-lodgings since 1895, but these By-laws
have not been enforced save in very few instances. It was
thought advisable, therefore, to take the opportunity of
adopting a new set of by-laws, under Section 94 of the
Public Health (London) Act, 1891, and at the suggestion of
the Local Government Board, their own model by-laws were
adopted by the Vestry on January 23rd, 1896, with the
following trifling alterations:—
1. No definite rents for furnished or unfurnished rooms
to be mentioned in the exception clause (By-law 2)
which is, on the contrary, to read as follows:—
"A lodging house shall be exempt from the operation
of these By-laws until the landlord of such
lodging house shall have been required, in pursuance
of By.law 5, to furnish the statement of
particulars."
2. The words "wash and colour" to be used instead
of "lime wash" in Clause 15 and sub-section e of
Clause 2, and not to apply to internal surfaces of
walls that are painted or papered—the former only
being mentioned in the Model By-laws.
3. In Clause 19, the maximum penalty to be reduced to
£2 from £5, and the further maximum penalty
from £2 per day to £1 per day.
4. The words "reasonable times" to be used in place
of the word "times" in Clauses 6 and 7.
5. In Clause 15, the words "once at least" to be
stituted for the words "in the first week of the
month of April."
