Clause 91 (3) deals with the examination of young persons as to fitness
for employment, and the Secretary of State may transfer this duty to
County Councils. In London it should be the Borough Councils. The
present arrangements, so far as Westminster is concerned, are not satisfactory
in so far as neither of the certifying surgeons are resident within
a reasonable distance of Westminster.
Clause 94.—The owner of a tenement factory is to be responsible
instead of the occupier. Both ought to be made responsible. The
occupier may not be the owner, and may be the person infringing provisions
relating to overcrowding, failure to maintain ventilation, fixing
of abstracts, &c.
Clause 99.—The provisions of Part I with respect to sanitary conveniences
in building operations should be carried out by the sanitary
authority.
The provisions contained in the fourth Schedule, relating inter alia
to bakehouses, should be administered by the sanitary authorities.
The City Council made representations to the Home Secretary, the
Minister in charge of the Bill, with a view to the amendment of the Bill
on the lines suggested above, and other metropolitan authorities have
taken similar action.
E.—Food Supply.
During 1924, 4,915 visits have been paid to the various classes of
business by the District Inspectors, beside which there was the
regular inspection of street markets, Covent Garden Market, and other
places selling food, by the Food Inspectors. 115 notices were served in
respect of defects found.
Restaurants.—The kitchens of hotels and restaurants are inspected
regularly, and a number of notices were served in respect of defects
found. In only one instance had a statutory notice to be served.
Ice-cream Premises.—There were during the year 148 places where
this commodity was made or sold, and these were kept under supervision ;
240 visits were paid.
