at a cost of a little less than £d. per yard. On April 15th,
1875, the question of the expense of the steam roller was
brought before the Vestry, and the following resolution was
afterwards passed :—
"That under no circumstances shall interest again be
"charged in any Parish account book, otherwise
"than in cases in which interest has been paid or
"is payable."
There are, however, in addition to this, other items
hitherto charged to the steam roller, which, in my opinion,
should be discontinued also, such as hogging, grit, water,
cartage, &c.
These materials, it is true, are used on the roads, but for
their better formation, and should, I think, be charged to
the Maintenance of Roads, and not to the maintenance of
the roller.
The only items that ought to be charged to the roller
are, labour materials (such as oil, waste, coke, coal, wood,
tallow, &c.), and repairs, with 10 per cent, added for depreciation.
The roller was purchased of Messrs. Aveling & Porter
of Rochester, Kent, on November 6th, 1870, for the sum
of £510, and has been in constant use ever since.
I am of opinion that, for working purposes, it is almost
of as much value to the Parish at the present time as it was
the day it was bought five years ago.
