The 1911 figures may be taken as evidence that no slight improvement has been effected
within the area during the ten years that systematic use has been made of the powers of
supervision conferred by the By-laws relating to houses let in lodgings, made under Section 94
of the Public Health (London) Act, 1891. According to the data available, the total amount of
overcrowding had been reduced from 10.7 to 1.5 per cent., but it is probable that the amount of
overcrowding discovered in 1901 understated the case. The enumeration was conducted somewhat
hurriedly, and the Inspectors who had charge of the work were specially appointed for that
purpose and knew nothing of the area or its inhabitants. They had no means of testing the
statements of the occupiers of the tenements.
