94 HOUSING.
Vital Statistics.—The total morbidity in the " Registered Streets " was 7.97 per 1,000 last
year, as compared with 5.21 in 1911 and 6.03 in 1910. The increase in the rate above the figure
for 1911 was equal to 5.3 per cent. (approximately), whereas the increase noted in the " Rest of
the Borough" (from 3.91 to 4.54) was only 16 per cent. The rates from diphtheria, scarlet fever,
and puerperal fever were all in excess of those noted in 1911 (see Table 53, page 99), the increases
in the rates in " Registered Streets" being proportionately much greater than those observed
in the " Rest of the Borough." The reduction in the rate from enteric fever was relatively
greater in the case of the " Registered Streets " than in the " Rest of the Eorough."
The total mortality in the " Registered Streets," which was 22.08 in 1910, and rose to 24.67
in 1911, fell to 2359 last year, but was still in excess of the rate recorded in 1910. In the " Rest
of the Borough" the total mortality rates have been—in 1910, 11.21; in 1911, ll.89; and in
1912, 10.87. If the rates recorded in each case in 1910 be taken as equal to 100, those recorded
in the two later years would be represented by 112 and 107 in the " Registered Streets," and 106
and 97 in the " Rest of the Borough." The most notable differences in the rates recorded last
year in the two sections of the Borough are to be observed in the cases of measles (I., 0.85; II.,
0T3*) ; diarrhoeal diseases (I., l.53; II., 0.21); pulmonary tuberculosis (I., 2.16; II., 0.63);.
other tuberculous diseases (I., 1.19 ; II., 0.29) ; bronchitis and pneumonia (I., 5.36 ; II., 1.84).
Clarendon Street Area.—For the purposes of the Local Government Board Inquiry with
reference to the Council's " Improvement Scheme" in Cirencester Street certain figures relating
to the housing conditions within the area during 1911 were got out. In the appended statement
comparisons are instituted between (a) the general housing state found at the " enumeration "
specially made in 1901 and that found in 1911 at the time of the inspections for "annual
cleansing"; and (b) the amounts of overcrowding discovered on the two occasions.
