HOUSING.
By-laws for houses let in lodgings, incorporating the provisions of Sec. 16 of the Act of
1909, were adopted by the Council last year, and were awaiting confirmation by the Local
Government Board at the end of the year.*
No action was taken last year under Sections 14 and 15 of the Act of 1909, owing to the
failure attaching to an attempt to enforce the provisions in 1910.
Houses Let in Lodgings.
Registration.—At the beginning of last year 1,326 houses were on the Register, and during
the year 32 were added and 10 removed, so that at the close of the year 1,348 houses were
registered. The registration of the 32 houses involved 359 visits (inspections). All the houses
registered during the year were situated in Star Street.
The housing conditions found to prevail at the time of registration are given below :—

Judged by the theoretical standard of the Registrar-General, about one-tenth of the tenements
registered (14 out of 142) were overcrowded ; that is to say, the inhabitants of such tenements
averaged more than two persons, irrespective of their ages, per room, but there was only one
tenement overcrowded according to the legal standards, this tenement (a single room) being
occupied by 4 persons. In each class of home the average numbers of occupants per room was
lower than that recorded at the 1901 census, there being 1.5 per room in one-room tenements
(census (1901), 1.8), 1.4 in two-room (census, 1.7), 1.0 in three-room (census, 1.3).
