HOUSING ACT, 1936.
Overcrowding Provisions.
The fixing of the " appointed days," in respect of the Housing
Act, 1936, was the subject of a Ministry of Health Circular
(No. 1539), dated 7th May, 1936, in which it was pointed out that
the two most relevant considerations in fixing the appointed days
were the extent of the overcrowding, and the time likely to elapse
before a substantial amount of that overcrowding could be remedied.
In view of the comparatively small amount of overcrowding
in this Borough, revealed by the survey carried out in the previous
year, and the fact that the London County Council would be in
a position to provide most of the accommodation required for the
abatement of the overcrowding, the Council made certain representations
to the Minister of Health, as a result of which he made
an Order, in respect of this Borough, fixing January 1st, 1937, as
the appointed day under Sections 3, 4, 8 and 68 of the Act, which
brings the overcrowding standard into operation, and July 1st, 1936,
as the appointed day under Section 6 of the Act, under which it
is compulsory for an entry to be made in all rent books within six
months stating the number of persons permitted to occupy the
house.
As a consequence of this Order, it became necessary to carry
out a further survey of the Borough and to take measurements of
the rooms comprised in all working-class dwellings, in order to
ascertain the number of persons allowed to occupy each dwelling,
and to be in a position to furnish this information to the owner,
as required by that Act. A temporary staff was engaged, and the
work completed in December. In all, some 24,000 houses were
measured, and a staff of temporary clerks was employed in calculating
the permitted numbers and issuing the certificates to owners.
