a vehicle or the registration number of a vehicle. Wherever possible members of the public
who are annoyed should obtain the assistance of the Police and see they obtain the name
and address of the person causing the noise nuisance. They should then report this information
to the Council together with the name and addresses of any other persons able to give evidence
and who are willing to attend a Court should the Council institute proceedings.
The London County Council (General Powers) Act, 1960 extends Section 82 of the Public
Health (London) Act 1936 by adding the following nuisance which may be dealt with summarily
"Any dust or other airborne particles caused by any trade, business, process or manufacture
and being a nuisance or injurious or dangerous to health" .
It also adds two sub-sections which provides inter alia that nothing shall render a person
punishable in respect of any dust or other airborne particles if the Court is satisfied that
having regard to cost and to local conditions and circumstances, the best practicable means
have been taken for preventing or for counteracting the effect of such dust or airborne
particles.
The Caravan Sites and Control of Development Act 1960 came into force in August this year
The Act is in two parts, the first dealing with licences and the control of caravan sites and
the second part dealing with general control and development under the Town and Country Planning
Act 1947. The Council* s powers and duties under Part I which is confined to the administration
of Section 24, whereby Councils are empowered to provide sites for caravans were delegated to
the Public Health Committee.
