The Minister of Housing and Local Government also made the Dark Smoke
(Permitted Periods) Regulations, 1958, which came into force on the same day
This Order specifies the permitted emission of dark and " black smoke
respectively but does not apply to the emission of smoke from vessels, which is
the subject of another Order.
Works controlled by the Alkali Act are subject to the special provisions of
Section 17 of the Clean Air Act, 1956, and by Order of the Minister the list of
scheduled works was extended as and from 1st June. As far as this Borough is
concerned the only scheduled premises are those owned by the Central Electricity
Generating Board at 60, Eden Grove, N.7.
With a view to' assisting Local Authorities in administering the provisions
of the Clean Air Act which came into operation on 1st June, the Minister published
the 'Memorandum on Industrial Provisions The Memorandum draws attention to
the fact that Section 29 of the Clean Air Act makes it a duty of the Local Authority
to enforce the provisions of the Act. This js something new In the past under the
Public Health Acts Local Authorities have, as a rule had power to take action only
where a nuisance occurred Now, under the Clean Air Act, specific requirements are
laid upon the occupiers of buildings and a Local Authority will have the more
positive task of seeing that these requirements are complied with throughout the
district.
The Council is aware of the importance of clean air in the Borough and
continues to do all possible to allow the Inspectors to keep fully informed of
current trends in practice In this connection three Inspectors were afforded
facilities to enable them to attend a Smoke Inspectors' Course at Tottenham Technical
College "and one Inspector engaged in duties under the Clean Air ,Act, 1956, attended
a special course on diesel engines
The Coal Utilisation Council held a three day course to assist Public Health
Inspectors concerned with the selection of appliances and general problems connected
with domestic heating and the installation and maintenance of the same One
Inspector attended by approval of the Council.
In addition the teputy Chief Public Health Inspector attended a day's course of
instruction at the Coke Laboratory, Watson House, Fulham, where problems relating
to the efficiency or utilisation of coke-burning appliances were discussed
Representatives of the Council on the London and Home Counties Clean Air
Advisory Council during the year were Councillor L. Ross and the Medical Officer
of Health
The Standing Conference of Co-operating Bodies for investigating atmospheric
pollution met on 2 occasions during the year.
In my previous report mention was made of two proposed Smoke Control Areas The
Ministry of Housing and Local Government has now given provisional approval in
principle to the making of these Orders and a detailed survey of each area is
proceeding. A brochure giving details of the requirements under the Clean Air Act
and outlining the respective areas has been prepared and given to the occupiers of
dwellings when interviewed by the Inspector
