A petition was received during the year relative to a nuisance caused by
the emission of smoke arising from the burning of dressings etc. in a Cochrane
Boiler at one of the hospitals in the Borough. As a temporary measure arrangements
have been made to burn the dressings under the grate and this has proved satisfactory.
The Hospital Board, however, is considering the installation of a central
block of modern boilers, details of which may be submitted to the Council during
the spring of next year.
Complaints were also received concerning smoke from two bakehouses and the
management in each case decided to convert from solid fuel to oil.
An application for prior approval was received from the British Railway
Executive and approval in respect of the installation of two water tube boilers
with ratings of 4 million and 3 million B.T.U.'s per hour with refractory
combustion chambers and oil-fired, at the new Diesel Maintenance Depot at Clarence
Yard, Tollington Road. The installation includes fully automatic instrumentation,
together with a smoke recorder.
At " Hillside " a Welfare Home of the London County Council, which is
situated in one of the proposed Smoke Control Areas, a new boilerhouse is under
construction. This will house three oil-fired economic boilers with fully
automatic control and will replace the existing battery of coal-fired Cornish
boilers.

The practice of sending a letter to the owner of a diesel-engined vehicle emitting dense smoke whilst passing through the Borough continued. A total of 195 letters were sent during the year; the owners promised co-operation and immediate action to remedy the cause.
