Report on the sanitary condition of the Hackney District for the year 1911

The work of cleansing under the Agreement commenced on
August 1st last year. Up to the end of December 391 children had
been cleansed at the Borough station, and their clothes thoroughly
disinfected. Amongst these children 14 had to be cleansed a second
time, no doubt due to re-infection.
The schools attended by the children cleansed are given on
page 106 of this report.
London County Council (General Powers) Act 1904.
Under part IV. of this Act a Sanitary Authority on the Certificate
of their Medical Officer of Health may cleanse or purify or
destroy at their own expense, any articles in any house in their
district which are in such a filth}', dangerous or unwholesome condition
that health is affected or endangered thereby, or to prevent
risk of, or to check infectious disease.
A Sanitary Authority may also on the certificate of their
Medical Officer of Health, that any house in their district is infested
with vermin, serve a notice on the owner or occupier of such house
requiring him within a specified time to cleanse the house; if
necessary stripping the paper from the walls, and to take such
other necessary steps to destroy and remove all vermin.
The sanitary authority, in default of the owner or occupier,
may do the work required by the notice, and recover the reasonable
expenses from the person in default.
In connection with the scheme of cleansing verminous children,
the London County Council at the time of cleansing any particular
child asks the sanitary authority to deal with the homes,
that is, to cause an inspection of the home to be made, and
if it or the articles contained therein are either verminous
or filthy, to deal with them in accordance with Part IV., Sec. 19
and 20 of the above Act.
