" that the Board are not prepared to consent to an expendi"
ture of more than £1,000 in respect of the proposed
"reconstruction of the Bethnal Green Workhouse drains,
" and that when the Board ot Guardians find it necessary to
" apply for sanction to any further expenditure they will be
" in a better position to state what work is actually required.
" This the Clerk to the Guardians considers amounts to a
" consent to the carrying out of the necessary works. The
" Board of Guardians state they will be glad if the Council
" will now take into their favourable consideration the
"application contained in their letter of the 19th June last,
" requesting this Authority to carry out the necessary amend"
ments to the drainage system at the Workhouse on behalf
" of the Board. This Committee are of opinion and recom"
mend that in the best interests of the Borough the necessary
" authority be given to the Public Health Committee to carry
" out the amendments required to the drainage system at
" the Bethnal Green Workhouse, Waterloo Road, in accord"
ance with the request made by the Bethnal Green Board of
" Guardians, subject to the preparation of a proper contract
" between the Council and the Board of Guardians."
Upon this it was resolved that the report of the Committee
be received and the recommendation contained therein adopted.
As was almost inevitable in such a complicated matter,
certain legal difficulties in regard to contract between the
authorities then presented themselves, but ultimately I was
informed by the Town Clerk the contract was complete, and I
commenced operations the following day, 18th November.
Particulars of these works must of necessity follow in later
reports, I can only say here, that we have just gone sufficiently far
to find that we are face to face with enormous difficulties and
responsibilities of such a character as to cause a considerable
amount of anxiety.
