" Amongst the difficulties of proceeding to contract is that it is
not entirely a new drainage system from end to end, as it is hoped
that at least some of the existing drains may be found sufficiently
good to remain in, but the whole trouble arises from the fact that
there is a large area of about 730ft. by 315ft., in which there are
three or four main lines of drainage with numerous branch drains
in various directions, and that no plan is in existence or any
accurate knowledge whatever of the thing as a whole.
"It should be mentioned that the entire Workhouse and
buildings throughout entail the provision of a drainage system
with all needful sanitary appliances and fittings for a population
varying from twelve hundred to fourteen hundred persons.
" If the Council accede to the Guardians' request, the Committee
will be prepared to make the necessary arrangements for
proceeding with the works as speedily as possible.
"N.B.—It should be emphasised that the only probable
alternative to the Council's refusal will be that the Guardians
will rightly or wrongly attempt to carry out this work by
themselves.
" In view of the highly technical and important character of
the work, the Committee are of opinion that this would not be
the most desirable solution of the difficulty.
JOHN FOOT,
Chief Inspector.
