With the experience and loyal assistance of Mr. Jones and
the men under his charge, I hope and believe with every
confidence that we shall ultimately dispose of this matter with
satisfaction to the Guardians and some credit to your Committee
and Department.
I desire here to acknowledge the ready help and great
assistance freely rendered by the Officers of the Guardians so far
as we have gone.
New
Legislation.
Sale of Food
and Drugs Act.
The long looked for and much talked about new Butter and
Margarine Act, 1907, comes into operation on the 1st January,
1908. and may in a word be described as a disappointment.
The following is a summary of the more important provisions
of the Act.
Butter factories and Milk-blended Butter factories and
premises for wholesale trade in either of the articles must now be
registered in the same manner as premises concerned in the
manufacture and wholesale dealing in margarine, and no premises
may be used as a Butter factory if they communicate with any
other premises used as Margarine or Milk-Blended Butter
premises, save where premises were so used in conjunction before
the 1st January, 1907.
If any substance, or any oil or fat intended to be used, or
capable of being used in the adulteration of butter, is found in
any Butter factory, the occupier of the same is deemed to have
committed an offence under the Act.
It is an offence, for which the occupier is liable, to have in
any Margarine or Butter factory any butter or margarine which
contains more than sixteen per cent of water, unless he or the
consignor proves that the buttter or margarine was not made,
blended, re-worked or treated, in that factory.
