I prepared the following memorandum : —
Workhouse Drainage.
Memorandam.
Memorandum.
"It will be within the recollection of the members of the
Council that this matter of the Workhouse Drainage has been
under consideration for some months past, and since the matter
was before this Council in May last, the Committee have had the
drainage system examined at various positions with the result
that it has been ascertained that considerable amendments are
required, and which amendments will entail the expenditure of a
fairly substantial sum of money.
"A representative of the Local Government Board has met
the Chief Inspector there during the examinations, and it has
been agreed that considerable works require to be carried out,
and the question for immediate consideration is as to how best
these works should be done.
"The Guardians repeat their previous application, that this
Council would give the necessary sanction for the Public Health
Committee for carrying out these works at the cost of the
Guardians' Board, and, as stated on the Agenda Paper, your
Committee are of opinion and recommend that the application of
the Guardians should be granted, and the Committee should
have the proper authority, subject to a satisfactory agreement
between the Town Clerk and the Guardians, to carry out the
works required. The alternatives are .—
1. That the Guardians should be requested again to call in
private contractors; or
2. That the Guardians will, in the event of the Council's
refusal, endeavour to carry out the work by their own
labour.
" In view ol the fact that considerable temporary repair and
works of a tentative character have been carried out for the last
fifteen years, the Committee think it is essential that the matter
should now be dealt with in a proper and practical way.
