1—16, Tranby Place, Homerton, within your district, and of
which Henry Bainton, 17, May Road, The Green, Twickenham,
is the owner.
I found such dwelling houses to be in the state hereinafter set
forth, which in my opinion are so dangerous or injurious to health
that the said houses are unfit for human habitation.
In my opinion the said dwelling houses are not capable of being
made fit for human habitation, and are in such a state that the
occupation thereof should be immediately discontinued.
State of Dwelling Houses.
1. Badly and closely arranged in a narrow court, causing want
of light, air, and ventilation.
2. Insufficient through ventilation.
3. Damp walls.
4. Insufficient sanitary conveniences.
5. Insufficient water supply.
6. Defective drains.
7. Generally decayed.
I have the honour to be, Gentlemen,
Your obedient Servant,
J. KING WARRY, M.D.,
Medical Officer of Health.
The Public Heath Committee after the consideration of this
representation resolved that legal proceeding should be taken to
close these dwellings. Summonses were issued against the owners,
which were heard at the North London Police Court on the 5th of
April. The magistrate after hearing evidence on behalf of the
Borough Council, adjourned the summonses sine die, to enable the
defendants, who pleaded that they could effect such improvements
in the dwellings as would render them fit for occupation, to submit
to the Public Health Committee a specification of their proposals.
