Under ordinary circumstances the density of
the population should next be considered, but
no such factor of a reliable character can be
obtained in the City. To base it on the night
population would misrepresent the case, and to
take the day population, misleading, as the latter
is largely made up of persons constantly moving
about.
At the Census of 1891 inquiry was made as
to the number of rooms, and the number of
occupants in tenements of four rooms or less.
