The task of completing and seeing through
the Press the work of a late brother officer with
whom I was closely associated for over 20 years,
and for whom I have always had the greatest
admiration and esteem, is a painful one.
It is due to your Sanitary Clerk, Mr. H. B.
Turner, to state that nearly the whole of the
Report has been prepared by him, a work which
under the unusual circumstances has been one of
considerable difficulty.
Although one would naturally desire to disclaim
authorship of any expressions of opinion
published in such circumstances, I have no
desire to dissociate myself from a certain
amount of responsibility in this direction, more
especially as the book is issued by me under the
authority of your Sanitary Committee.
