Your Sub-Committee would mention that they have had
submitted to them a draft agreement prepared by the St. James's
and Pall Mall Electric Light Company, for giving effect to the
arrangement agreed to, and have made certain suggested
alterations therein. It is proposed to submit the draft agreement
to your Committee before the same is finally approved and
settled.
Your Sub-Committee note with satisfaction that it is the
desire of the Directors of the St. James's Company that this
lighting should be carried out in such a manner that will reflect
credit on the Vestry and themselves. To this end they propose
that a complete system of distributing mains shall be laid direct
from the two central stations, so that the whole of the lighting
can be controlled from their stations, and so far as the mains are
concerned, kept separate from the private supply. In the central
stations the public supply circuits would be coupled to the
omnibus bars, on to which the whole of the Company's plant
makes supply. This arrangement, whilst safeguarding the public
supply from any local derangement of the Company's distributing
mains, used for the purpose of private supply, would give to
the public supply the use and benefit of the whole available plant.
Your Sub-Committee's investigations have been somewhat
arduous, but they venture to believe that the result of the same,
if their proposals are adopted by your Committee, will be such
that the public lighting of the main thoroughfares of the Parish
will be unequalled by that of any other District, either in London
or the Provinces.

SUMMARY OF RECOMMENDATIONS.
(a.) That the estimate of Messrs. W. T. Allen & Co., of 132,
Queen Victoria Street, E.C., to supply the columns, &c.,
complete, at £22 15s. each, according to design submitted,
be accepted, and that inasmuch as it will take at least two
months from the date of the order before even the delivery
