The internal arrangements depicted in the
plans were suggested by practical experience
derived from the last seven years' occupation of
the Shelter in Cotton Street, and an anxious
endeavour to profit by unavoidable omissions
and drawbacks observed in that temporary
home.
They were designed with a view of constructing
the requisite buildings in a substantial
manner, avoiding undue ornamentation, but
embracing modern sanitary improvements,
including thorough ventilation, heating, electric
lighting, &c., &c.
They were drawn to scale under my directions
by Sanitary Inspector Gathercole, whose technical
skill has been of great service in the matter.
