It was moved by Lieut.-Col. Gardiner, seconded by
Mr Davison, and resolved that the Board have received
with great regret the intelligence of the sudden death of
their former colleague Henry Gaisf'ord Gotto, Esq., and
desire to express to his widow and family their sincere
sympathy in their heavy bereavement.
The Local Government Act, 1894.
This Act will have an important and far reaching influence
on Local Authorities throughout England and Wales, and
will also affect considerably the District Boards in the County
of London. The qualification for membership which the
Metropolis Management Acts required is abolished, and it will
only now be necessary in order to be a Member that the
person's name should appear on the Register of Parochial
Electors. The Act also requires every District Board at
the first meeting after the annual election of Members to
elect a Chairman for the year, and the provisions of Section
41 of the Metropolis Management Act, 1855, as to the
election of a Chairman at each meeting will only apply in
case of the absence of the Chairman of the Board. The
Chairman of the Board will by virtue of his office be a
Justice of the Peace, provided he is not disqualified by law
from holding that office.
At the time of writing this Report the first meeting after
the election of Members has not taken place, but the name
of the Chairman will be found printed at the head of the
list of Members.
The Act also contains provisions enabling powers to be
transferred to District Board from other authorities.
