The alterations to effect these improvements
need not necessarily cause any immediate heavy
expenditure, as the work could be executed in
sections, each staircase being dealt with in turn.
In dwellings of a similar type elsewhere
the system I am now advocating is universally
adopted.
Not a single bath-room is provided in your
Dwellings; a condition of things not in
accordance with modern requirements.
Reverting to vaccination, I am strongly of
opinion that no unvaccinated children should be
admitted or allowed to remain in these dwellings.
This is a subject to which I invite your serious
attention. The military authorities in this
country have seen the advisability of enforcing a
similar regulation in the case of the women and
children's quarters in barracks. Similar action
has also been taken by the trustees of the
Peabody Buildings.
