Despite the low death rate just recorded,
these dwellings are in some respects by no
means up to date, and exhibit defects that may
at any time seriously affect the health of the
occupants.
The time has arrived when the sanitary conveniences
should be re-modelled, the experience
of the last fourteen years having shown that the
existing system of allotting water-closets for the
use in common by tenants of a whole floor is
objectionable, for many reasons—not the least of
which is the use of the same closet by both
sexes. These observations apply also to the
wash-houses.
Each tenement should be provided with
separate and independent water-closet and washhouse
accommodation.
The Legislature insists upon such separate
provision of sanitary conveniences for both sexes
in Factories and Workshops, and the arguments
in favour of this requirement apply with even
greater force in the case of "model" tenements.
